GOVERNMENT OF TELANGANA PANCHAYAT RAJ AND RURAL DEVELOPMENT(PTS.II)DEPARTMENT

TS: Memo.No.7882/Pts.II/A1/2018-1 Dated: 31.07.2018 New Grampanchayats coming into existence Guidelines to the Special Officers to the Gram Panchayats

Sub:-

        PR&RD Department New Grampanchayats coming into existence Guidelines to the Special Officers to the Gram Panchayats in the State of Telangana Issued.

             In view of formation of the new Grampanchayats from 02.08.2018 as the term of the existing Grampanchayats expires and due to non conduct of elections as per the Hon'ble High Court stay order dated 25-06-2018 in WP No.21651 of 2018, the following arrangements are to be made until further orders:-

      1) In Grampanchayats which are not having existing Grampanchayat Office any available Government building like Schools, Community halls, Anganwadi Centers etc. will be identified. If any Government building is not available a private building can be taken on rent or lease on the condition that shall not belongs to any political parties. It shall be centrally located and easily access to the public. The new Grampanchayat Office shall be established in it.

        2) Name board, citizen charter and details of Grampanchayat geographical area like survey Nos, extent and population shall be written in Telugu outside it.

       3) All records of Grampanchayats shall be kept in the Grampanchayat office in the custody of Panchayat Secretary or any other regular employee of Grampanchayat duly authorized by the Panchayat Secretary. The Panchayat Secretary will be solely held responsible if any records goes missing.

       4) Bifurcation of stationary and furniture amongst the new Grampanchayats shall be done proportionate to the population. The new Grampanchayat seals and stamps shal be procured immediately.

      5) All assets and liabilities including staff shall be distributed in proportion to the population among the residuary and newly formed Grampanchayats.

     6) Registers like Demand, Revision and other statutory Registers, the new Grampanchayats shall open new Registers. The information like number of assessments and their details from the Revision Register shbe handed over to the ely formed Grampanchayats

     7) The Panchayat Secretary of new Grampanchayat shall prepare Demand Register and Revislon Register for the new Grampanchayat as per information taken from the original Grampanchayat.

     8) Since the new Grampanchayat comes Into belng, the administration shall starts immediately and Government schemes like pensions, certificates like Birth, Death and Marriage shall be issued immediately with the new Grampanchayat seal
