_*GENERAL GUIDELINES TO HEADMASTERS*_

_*CONDUCTING OF SCHOOL ASSEMBLY:*_

_*School assembly reflects how that school is performing. The following activities are desired to be conducted in school assembly.*_

(1) Vandematharam
(2) Jaya jaya he telangana
(3) pledge in 3 languages @2days each viz.Telugu, Hindi/urdu & English
(4) News reading
(5) Poem with meaning
(6) GK questions
(7) Day’s importance  information –Children’s day , Teachers’ day etc
(8) Day’s Science importance-inventions, Birth day of scientist etc
(9) One minute speech by student on any topic
(10) Moral quotations 2 days in telugu ,2 days in Hindi/urdu, 2days in English
(11) finally Headmaster has to address the students. ( if time is constraint jaya jaya he may be shortened)
Attendance of Headmaster and all staff to assembly is mandatory. . One who absents to school assembly has to be treated as absent for whole day.

*CLASSROOM RELATED:*

* Classrooms should be cleaned and well ventilated.
*Black board should be painted.
*every classroom has to be equipped with bulletin board, students can display press clippings, their drawings, timetable etc
*posters of  Academic standards of all subjects should be displayed in the classroom. Science diagrams , photos of poets,Social maps, math formulae can be displayed .
*Wall clock may be arranged in each classroom.
*Dust bin should be arranged in all classrooms.
*In 1st period 2min meditation may be practiced with the students.
*Unit plan & TLM should be used by the teacher.

*USAGE OF MOBILE PHONES:*

Department ordered not to use mobiles in classrooms. Mobile phones should have to be deposited at Headmaster. However, can be used in emergency during short break and during lunch break. C&DSE Proc Rc no 733/planning-1/2014-3, Dt.31.12.2014.

*TIMETABLE:*

Time table should be prepared as per weightage given by department. MANA TV (SAPNET), Digital classes,3Rs, Library, Games , Computer periods and co curricular periods should be incorporated.

*LEP 3Rs:*

As per baseline test low achievers should be identified and should be planned to taught. If it is done successfully , doesn’t need to continue for every year . 
SPECIAL CLASSES TO Xth CLASS STUDENTS:  Conduct special classes to Xth class students for both morning( 8am-9.30am) and evening (5pm to 6.30 pm) . A register have to be maintained for special classes mentioning the teachers name, subject,no of students and work done. Date of commencement will be communicated soon.

*SSC ACTION PLAN :*
Every school should prepare SSC action plan to achieve 100% result & highest GPA and highest in number.

*MID DAY MEAL:*

Supervision of mid day meal both during preparation and serving is important. Exact proportion of Rice, Dal , Vegetables and eggs for 3 days should be  served. Importance of Hand washing before lunch is to be habituated among students.   Rice stock maintenance and day wise entries have to be maintained. high power vigilance team will visit 50% of schools to monitor rice stock, registers. Registers (Rice stock register, cooking cost register, MDM taste register) have to be updated regularly.           Sending of  MDM SMS is compulsory. Display of MDM LOGO with day wise MENU.
Clean maintenance of kitchen and serving area is ensured.

*CASUAL LEAVE OF GHM:*

GHM who wants to avail CL , has to inform to NODAL OFFICER through SMS to his number but not in the group, Reason for CL & Balance of CLs, along with the details of next incharge name .Entry should be made in  Movement register.

*SCHOOL BOARD :*
Indicating the school name and location with U DISE , mediums offered should be displayed .

*LEAVE RULES;*
All headmasters should well aware of all kinds of leaves .

DCEB :
All headmasters are instructed to pay DCEB fee before 05.08.2018 to The secretary DCEB, a/c no. 62012131133 ( IFSC SBIN0020107), SBI SRD Br. 9&10 classes students fee @ 60/ each student.

*T.C BOOK :*

Govt schools can obtain TC BOOK by paying Rs 300/  . Apply for TC book with bank voucher of Rs 300/ with used TC BOOK for verification.

*INSPIRE AWARDS:*

online submission of 5 exhibits from each school into www.inspireawards_dst.gov.in website have to be completed by 31.07.2018. Previous year awardees have to be prepared to attend the forthcoming DLEPC (Inspire exhibition)

*SHAALASIDDI:*
Shaalasiddi is the website of your school. Uploading of school data into shaalasiddi website is to be done before 31.07.2018.

*CHILD INFO:*

Teachers and Students information should be entered through online to this website.

*RMSA ACCOUNT:*

As per the instructions of C&DSE TS vide memo no Spl/accounts /RMSA/2018 Dt 21.6.2018 RMSA (SMDC) A/C has to be closed immediately and balance amount has to be transferred to SSA a/c of that school. Only SSA a/c has to be operated and grants will be transferred to SSA a/c only.
After merger of RMSA and SSA , scheme  will be called as SAMAGRA SIKSHA ABHIYAN (SSA).

*Proposed grants :*

Enrollment upto 100 students school will get Rs 25,000         101-  250        50,000         251-1000       75,000      above 1000         1,00,000
In addition to above funds Sanitary etc  worker wages , sports and library amounts are expected.

*E-TDS & E FILING :*

Every Drawing officer has to deduct income tax from the employees working with him/her . If a employee is paying Rs 6,000/ income tax, it shouldn’t  be deducted only from February salary and has to be deducted from all 12 months ( @500 per month).    E TDS has to be done quarter wise.

(1) March, April & May months salary IT deductions to be submitted in Q-1 i.e first quarter before 31.07.2018. 

(2). June, July &August-Q-2    

(3) Sep, Oct & Nov –Q-3 

   (4) Dec, Jan & Feb- Q-4. 

*E FILING :*

Employee who’s income exceeds 2.5L has to do   E FILING of income tax ,it is the responsibility of individual employee.

*RTE &RTI:*

All HMs are expected to be aware of the complete knowledge of RTE &RTI.

*STOCK REGISTERS :*

All Stock registers should be updated. All newly transferred GHMs should preserve the charge taken registers. 

*TOILET MAINTENANCE:*

Government is providing a scavenger to every school. His services have to be utilized properly. NO TOILET IS LOCKED . Staff should use the same toilets, which are being used by students.

*DE WORMIMG DAY :*

De worming tablets will be distributed among all schools. It is decided to implement on 10.08.2018 and on 17.08.2018  in our district, all HMS should see that every student should have it .

*PREVENTION OF SEASONAL DISEASES:*

Due to rainy season , seasonal diseases threat is to be taken care. Students should be habituated to wash their hands with soap/handwash solution. They should be acquitted with different diseases . 

*NATIONAL MERIT CUM MEANS SCHOLARSHIP (NMMS):*

8th class students are eligible to take this exam. Notification will be given in august month. Select certain students among class 8th and encourage them to take exam. Every selected student will be credited Rs 12,000/ to his a/c upto completion of intermediate. ( if student studies intermediate in govt college only)

*ACADEMIC CALENDER :*

Draft academic calendar was issued and it should be kept for record and follow scrupulously .

*NATIONALISED TEXT BOOKS:* Acquaintance register of free text books with books numbers and students sign to be maintained.

*UNIFORM :*

Uniform acquaintance register with students sign has to be maintained. 

LIBRARY:

Students should be habituated to read books, magazines and newspapers. Birthday celebrating student may be encouraged to donate a small book to library ( cost Rs 20-50).Certain newspaper publishers are offering free student edition newspapers to schools, utilize properly.

*NATIONAL DISASTER MANAGEMENT AUTHORITY:*

On student safety in school, NDMA has issued certain guidelines, those should be followed. Safety from Snakes, Scorpions, Stray dogs, Pigs, precautions at kitchen, Laboratory (fire & acids), Play ground.

*FIRST AID BOX:*

Every school has to maintain FIRST AID BOX.

*SCHOLARSHIPS:*

SC, ST, BC ,MINORITY Students will get scholarships. Guide them to apply in time , and guide them to utilize government schemes.

*SCHOOL BAG WEIGHT :*

Govt has given clear instructions on school bag weight, see that instructions are followed as per proc of C&DSE TS Rc no.843/plg/DSE/2017 Dt.18.09.2016.

GHM SUPERVISION :

GHM should supervise the classroom teaching and suggest  the teachers, if needed. Preserve  the supervision sheets. Unit plans have to be signed bt GHM after completion of each unit.

*BEST PRACTICES:*
BALASABHA:

Bala sabha is an innovative  programme to be implemented in all schools, in which students will do anchoring and explore their skills like Singing, Mono action, telling of message oriented short stories, Skits,Poems, Science items, incredible facts etc.it can be implemented on every Saturday for last 2 periods.

NEWSPAPER READING:

Students have to be encouraged to read newspapers. Certain newspaper publishers are providing student edition copies(20-50 copies per day) at free of cost , to obtain contact local newspaper agent.( Sakshi etc).Singing,Quiz on  TKHH have to be conducted.

*STUDENT ADOPTION:*

Students have to be adopted by the teachers to counsel & guide them in different aspects.Students attendance will be improved.

GHM , TEACHER , ALUMINI ,PARENTS, NGOs, PHILANTHROPISTS  & STUDENTS DONATIONS :

School may be equipped with additional facilities and can develop with the funds , subjected to accountability .Students have to be encouraged to donate a small book or a flower plant to school on his/her birthday.

*HARITHAHARAM:*

As part of TELANGAANAAKU HARITHA HARAM, plants with due protection have to be grown in available space in school campus by providing regular water. Adoption of plants to students should be done. This year every student will be given 5 plants to be planted and grown at their home. Encourage the students to do this practice. GREEN BRIGADE should be formed with students , who have interest . TKHH Rally should be conducted on  Saturday morning session.

*KITCHEN GARDEN :*

with the help of students, vegetables and leafy vegetables have to be grown. With this, children will be experienced in different aspects.
