          Attention is invited to the reference cited. where in orders were issued to the effect that pensioners have to submit the Life and other to Pension Officer either in or through registered post or through the paying bank branch where the pensioner is drawing pension as per th of the pensioner. Subsequently orders have been issued by Government in Cir.Memo No. dated 19.10.2005 of Finance (PSC) the nomenclature of life certificate as Pensioners Annual Verification Certificate which carry pensioners photograph. latest residential address and in the case of family shall invariably produce non-remarriage and non-employment pensioner they certificate and the date of birth. Govt of India has introduced new system "Jeevan Pramaan which i a biometric enabled digital service for pensioners. Pensioners of Central State Government or any other Government organization can take benefit of this facility. As part of obtaining Pensioners Annual verification certificate under Jeevan the of biometric enabled identification of pensioners through mee seva for facilitating the pensioners to submit the digital life certificates through mee seva centre by opening Jeevan Pramaan Centres in ee Seva. According has been provided and data has been shared with the Mee Seva. The mee seva proposed to charge Rs. 30/- from the user Pensioner) and data is being exchanged between DTA and Mee Seva In view of above the following instructions are issued as regards to Pensioners annual verification Certificates preferably through biometric enabled identification of Pensioners.

▶ I. The advantages of submission of Digital life certificate shall be given wide publicity The Pensioner shall any mee seva centre and provide biometric basic authentication certificate to the Treasury irrespective of place of residence and place of Treasury from where pensioner is receiving his/her pension

▶ 2. Wide publicity shall be given by Deputy Directors through Local TV/ Press about additional facility in submission of life certificates. Pensioners Associations st also be informed in advance about the convenience in submission of Digital life certificates

▶3. This office has already taken up the issue with the Director. Meeseva for providing the facility of submission of Digital life certificates through Meeseva

Government Service are not eligible for Dearness Relief on Pension. Hence while accepting AVC of Family P Treasury Officer shall enquire regarding her employment in Government Service

▶7. However, in the event of Family Pensioner working in Government are eligible for DR on pension. provided. her appointment is other than compassionat appointment.

▶ 8. Treasury Officer shall obtain non-remarriage certificate from Family Pensioners. Family Pension of Pensioner shall cease from the date of remarriage

▶ 9. Treasury Officer shall insist PAN number in respect of pensioners whose annual income is Taxable and also obtain Aadhar Number mandatorily for mapping with PPO Number.

▶10. As regards to admissibility of additional quantum of pension in respect of pensioners whose age is 75 years and above. Treasury Officers shall obtain copies of authorised documents supporting the date of birth where date of birth is available in Pension Payment Order authorised by AG. State Audit authorities as the case may be

▶ 11. Annual Verification Certificates shaH be obtained from the month of November of every year. While accepting the AVC Treasury Officer shall identify the pensioner with reference to the Photo of Pensioner and Signature available in PPO

▶12. As far as possible Treasury Officer shall insist the AVC attested by the Gazetted Officers whose signatures are available in Treasury

▶ 13. Wherever one pensioner drawing two pensions such as one Service Pension for self and other Family Pension of Spouse where spouse is deceased Service Pensioner) separate Annual Verification Certificates shall be produced to the Treasury Officer

▶14. While deducting Income Tax from the Pensioners wherever tax is applicable. Treasury Officer shall insist details of savings if any, from the pensioner for computing taxable income.

▶15. Pension payment of pensioners who have not submitted AVC, shall be stopped from the month of March payable on April Further notwithstanding to above or any of above, allTreasury Officers/Pension Payment Officer shall strictly adhere to the Codal Provisions. Orders, Circulars Memos issued by Government or DTA as regards to procedure of obtaining Annual Verification Certificates and subsequent procedure in the event of non-receipt of AVC from pensioners, if any The Joint Director, PPO, Hyderabad, DDs. DTOs of District Treasuries shal communicate these orders to their sub ordinate officers under their jurisdiction for strict compliance
