Date of Election :- 30-11-2023.
1) ప్రతి polling station కు 1-P0, 1-AP0, 2-OPO's ను ఇస్తారు (ఇందులోనే వీలైతే ఒక మహిళ ఉద్యోగిని కూడా).
2) 29-11-2023 ఉదయం 7.00 లకు మీ distribution సెంటర్ కు చేరుకొని మీ team అందరిని కలుసుకోవాలి. మీ officer phone నెంబర్ లను తీసుకోవాలి.

3) Annexure-3 Checklist ప్రకారం మీరు ఎన్నికల సామగ్రిని తీసుకుని సరి చుసుకోవాలి. అక్కడి నుండి మీకు చేయబడిన bus లో మాత్రమే polling station కు చేరుకోవాలి. అదే రోజు సాయంత్రం మీరు sign boards ను PS లో | entry, exit polling compartment, polling agents, etc), పోటీ చేయు అభ్యర్థుల జాబితా చిహ్నాలు కలిగిన Form-7 కు బయట అతికించాలి. polling agents, polling సిబ్బంది కూర్చోవడానికి తగు ఏర్పాట్లను చేసుకోవాలి.
4) BU to VVPAT to CU Connection ఇచ్చి BU, VVPAT లను compartment లో ఉంచాలి. (ఎక్కువ వెలుతురు, లైట్ ఫోకస్ నేరుగా పడే ప్రదేశం లో VVPAT ను ఉంచకుండా జాగ్రత్త పడాలి) వైర్ లను ఓటర్ లకు అడ్డు తగలకుండ cello టేప్ తో నెల పై అతికించుకోవాలి (EVM On చేయకూడదు, VVPAT ను Transport మోడ్ లోనే ఉంచండి)
5) పోటీ చేయు అబ్యార్థులు 2 Polling Agents ను నియమించుకుంటారు (Form 10), వీరు సంబంధిత polling station లో ఓటరు అయి ఉండాలి, వీరిని ఉదయం 5.15 ల కు రమ్మని చెప్తూ సెల్ phone తేవద్దు అని విధిగా చెప్పాలి, | entry పాస్ తయారుచేసి (Annexure 12). polling day రోజు ఇవ్వాలి. polling ఏజెంట్ ఒక పార్టీ కి ఒక agent ను | మాత్రమే polling station లోనికో అనుమతించాలి. polling agent బయటకు వేల్లల్సివచినప్పుడు movement form (Annexure-11) లో రాయాలి. అలాగే అతను Marked Copy ను బయటకు తేసుకువేల్లకూడదు, అలాగే 3.00 PM తరువాత ఏ agent ను కూడా బయటకు వెళ్ళడానికి అనుమతిచకూడదు.
Polling Day
Seating Arrangement
1) VVPAT ను transport mode (Horizontal) నుండి working mode (Vertical) కు తెచ్చిన తర్వాత CU ని on చేయాలి self checking చేసుకుంటుంది. Date & Time display అవుతుంది. పోటీ చేయు అభ్యర్థుల సంఖ్య ను చూపుతుంది VVPAT, లను కూడా చెక్ చేసుకుంటుంది, ఆ తర్వాత EVM Ready అని చూపుతుంది ఈ process లో 7 slips (CU, VVPAT self checking కు సంబంధించినవి) VVPAT లో పడతాయి.
2) 5.30 లకు mock poll, Polling agent ల సమక్షంలో ఖచ్చితంగా 50 వోట్ లను వేయాలి (including NOTA), ఒక agents సమయానికి రానట్లయితే 15 ని ఎదురుచూడాలి, అప్పటికి రాకపోతే మీ సిబ్బంది సహాయం తో వీడియో mock poll నిర్వహిచాలి.
3) CU లో Ballot button నొక్కడం ద్వార BU లో ఓటు వేయడానికి అవకాశం ఉంటుంది. BU లో ఓటు వేసిన తరువాత Sec Beep sound వినిపిస్తుంది.
4) Mock poll నిర్వహించునప్పుడు ఏ అభ్యర్థి కి ఎన్ని ఓట్లు వేస్తున్నారో note చేసుకోవాలి, Total button ద్వార 50 అయ్యాయి అని నిర్ధారణ ఐన తరువాత VVPAT లో ఉన్న slips (50+7) తీసి వాటి వెనక mock poll stamp వేసి bl కవర్ లో పెట్టి ఒక బాక్స్ లో ఉంచి pink strip సీల్ వేయాలి, Mock poll certificate ( Annexure-5) తయారు చేసి, agents sign తీసుకోవాలి. ఈ సమాచారాన్ని మీ Sector officer కు ఇవ్వాలి.
5) PAT లో slips లేవు అని agents కు చూపించి seal వేయాలి. | 6) Mock poll ఐన తరువాత CU లో CRC ( Close+Result+Clear) చేయలి, ఆ తరువాత total button నొక్కడం తో poll ఐన ఓట్లు '0' అని చూపిస్తుంది, దీనిని agents అందరికి చూపించాలి. ఆ తరువాత Close button కు adress ను seal వేసి, result, clear buttons కు సంబందిచిన copartment ను Green paper seal చేసి polling agents sign తీసుకోవాలి.
COMMENCEMENT/ACTUAL POLL
1) Presiding Officer actual poll ను సరిగ్గా ఉదయం 7.00 లకు ప్రారంభిస్తూ, announce చేస్తూ Annexure-6, Part certificate ను తయారుచేసుకోవాలి. అలాగే polling agents sign కూడా తీసుకోవాలి.
2) మొదటి OP0 దగ్గర marked copy ని ఉంచాలి, identification of voter చేస్తూ గట్టిగా చదవాలి వచ్చిన ఓటర్ ని
మహిళ అయితే marked copy లో రౌండ్ గా పురుషులు అయితే tick చేసుకోవాలి.ఓటర్ తన వెంట ఏదేని ఒక గుర్తి కలిగిన దానిని తీసుకురచ్చు అవి. Aadhar, MNREGA job card, Bank/Post office passbook, Labour Health card, Driving License, PAN, RGI under NPR smart card, Passport, Pension document with photograph, Service Identify card with photograph, etc
3) (రెండవ పోలింగ్ ఆధికారి) APO - 17 A లో ఓటర్ వివరాలను నమోదు చేసుకుని, సంతకం తీసుకోవాలి, rem column లో EPIC కార్డు అయితే E అని, Voter Slip అయితే VS అని, వేరే ఏదైనా గుర్తింపు కార్డు అయితే చివరి 4 అంకెలను రాయాలి, అలాగే indelible ఇంకు ను left index finger కు మార్క్ పెట్టాలి. ఓటర్ స్లిప్ ను జారీ చేయా
4) 3 వ పోలింగ్ ఆధికారి ఓటర్ స్లిప్ ను తీసుకొని CU లో Ballot button నొక్కి Ballot issue చేస్తాడు. అలాగే ఓటర్ వేసి వెళ్ళే వరకు పూర్తిగా గమనిస్తూ ఉండాలి
5) ప్రతి 2 గ.లకు ఒక సారి ఎన్ని ఓట్లు పోల్ అయ్యయో gender wise గా మీ sector officer కు తెలియజేయాలి.
6) polling time 7.00 am to 5.00 pm, కాగా సాయంత్రం 5.00 ల తరువాత ఓటర్లు ఇంకా ఉన్నట్లయితే, compound wall లోపల ఉన్న ఓటర్లకు వెనుక నుండి tokens ఇవ్వాలి.
REPALCEMENT OF EVM
1) Mock poll నిర్వహించునప్పుడు ఎ device పని చేయకపోతే ఆ device ను మార్చాలి.
2) polling మొదలైన తరువాత VVPAT పనిచేయకపోతే దానిని మాత్రమే మార్చాలి, కాని BU, CU, పనిచేయకపోతే మొత్తం complete total set ను మార్చాలి. ఇలా మార్చిన తరువాత మరల mockpoll నిర్వహించాలి (కేవలం ఒక్కొక్క ఓటు మాత్రమే వేయాలి) ఈ వివరాలను Annexure-6, Part-II లో పొందుపరచాలి
COMPLETION OF POLL
1)17 Aతో CU లో ఉన్న ఓట్ల సంఖ్య ఒకటై ఉండాలి, 17 C లో రాసి polling agents కు ఒక నఖలు కాపీ ఇవ్వాలి.
2) పోలింగ్ పూర్తి ఐన తరువాత CU లో close button నొక్కాలి, BU, CU, VVPAT ను విడదీసి switch off చేయాలి. VVPAT | నుండి battery ని తొలగించి knob ను transport mode లో పెట్టాలి.
Special Cases
1) ఏదేని ఒక ఓటరు ఓటు యొక్క గోప్యత ను పాటించకపోతే ఆ ఓటర్ నిభందనలను ఉల్లంగించినందున అట్టి ఓటర్ ను ఓటు వేయడానికి అనుమతించకూడదు, ఓటర్ స్లిప్ ను తీసుకుని ఒక వేల 17 A నమోదు అయితే remark column లో రాసి PO గారు sign చేయాలి
2) అంధత్వం బలహీనమైన ఓటర్ లు ఓటు వేయడానికి, పార్టీ చిహ్నాలను గుర్తించలేని పరిస్థితి ఉంటే అతని తో పాటు ఒక వ్యక్తిని అనుమతించవచ్చు, ఆ వ్యక్తికి 18 స.. నిండి ఉండి ఏదేని ఒక గుర్తిపు కార్డు ను తీసుకురావాలి, ఇట్టి అంశము ను 17 A లో రాస్తూ, Annexure-18 లో కూడా రాయవలెను.
3) ఓటరు తన వివరాలను 17A లో నమోదు ఐన తరువాత ఓటు వేయడానికి నిరాకరిస్తే, 17 A remarks column లో refused to vote అని రాసి ఆ ఓటర్ యొక్క sign తీసుకోవాలి. అలాగే 17 C లో నమోదు చేసుకోవాలి. అదే చివరి ఓటర్ అయి ఉండి CU లో Ballot ఇస్తే CU switch off చేసి on చేయాలి.
4) ఒక ఓటర్ ఓటు వేయడానికి వచినప్పుడు అట్టి ఓటర్ యొక్క ఓటు వేయబడి ఉంటే, TENDER VOTE గా పరిగణించి . మీకు ఇవ్వబడిన 20 బాలట్ paper లలో నుండి ఒకటి ఆ ఓటర్ కు ఇస్తూ పాత పద్ధతి ప్రకారం తనను ఓటు వేయడానికి అనుమతించాలి, కాని తిరిగి 17 A లో నమోదు చేయకూడదు, కాని 17B, 17 C లో నమోదు చేయాలి.
5) బోగస్, under age, ఓటర్ ల విషయం లో polling agents challenge చేసే అవకాశం ఉంది. కావున PO గారు అట్టి polling agent వద్ద నుండి 2/- Annexure-19 ద్వార సేకరించి ప్రాథమిక విచారణ జరిపి అట్టి ఆరోపణ నిజమైతే అట్టి ఓటర్ ను పోలీస్ సిబ్బంది కి అప్పగించాలి ( Annexure-20 లెటర్ to SHO), సేకరించబడిన 2/- తిరిగి ఇవ్వాలి. under age ఓటర్ ల వివరాలను Annexure 16 లో రాయాలి
6) ఒక ఓటర్ తను ఓటు వేసిన దానికి భిన్నంగా VVPAT యందు చూపించింది అని ఆరోపణ చేయవచు, అప్పుడు ఆ ఓటర్ వద్ద నుండి దరఖాస్తు ను తీసుకొని (Annexure-17) TEST VOTE కు అనుమతి ఇస్తూ మరల 17 A లో నమోదు చేస్తూ TEST VOTE అని రాయాలి. అలాగే 17 C, part 1 లో కూడా నమోదు చేయాలి, కాని ముందు గానే ఆ ఓటర్ కు ఇట్టి ఆరోపణ రుజువు కానట్లయితే తీసుకోనబడే చర్యలను ముందు గానే వివరించాలి.
