Guidelines

(i) The Special Chief Secretary/Principal Secretary/ Secretary to Government of the concerned administrative department shall be the competent authority to issue such orders.

(ii) Such temporary transfer/deputation shall be considered only against clear existing vacancies in the same category in the same department in the requested local cadre and shall not be treated as permanent transfers.

(iii) Such temporary transfer/deputation shall be allowed for a period of two years

extendable to one more year (i.e., altogether maximum period allowed shall be three years), subject to administrative exigencies.

(iv) On completion of the tenure, the employee shall be repatriated to his/her parent local cadre without fail.

(v) This facility may be extended to needy and eligible applicants, by rotation basis.

(vi) An employee against whom disciplinary action is pending or contemplated shall.not be considered for such temporary transfers / deputations.

(vii) All these request-based temporary transfers/deputations, the employee shall not be entitled to any TA or DA.

(viii) The concerned administrative department shall obtain the concurrence of the Finance Department.

(ix) An employee who has once been considered for temporary transfer/deputation to any local cadre under these guidelines shall not be eligible for further consideration to the same or any other local cadre.

(x) An employee who got promotion after allotment under G.O.Ms.No.317, dated.06.12.2021 shall not be eligible for temporary transfer / deputation.

(xi) The instructions issued at Para 5 of this G.O shall be strictly followed in letter and spirit.

7. All the Special Chief Secretary/Principal/Secretary/Secretary to Government of the concerned administrative departments shall take necessary action accordingly.

8. This order issues with the concurrence of the Finance Department vide their U.O.No.3271509-D/456/A1/HRM1/2025, dated.28.08.2025.
