All the District Collectors/District Educational Officers in the State are hereby informed that, the Government, vide reference 7th cited, has accorded permission to start pre- Primary Sections (529 in the CURE region and 2,240 in the Non-CURE region) in
Government and Local Body Primary and Upper primary schools across the state during the Academic Year 2026-27 .

Therefore, as per the Government Orders, vide ref. 7th cited, permission is hereby accorded to start 2,769 Pre-Primary sections in the identified Government and Local Body,
Primary and Upper Primary schools in the state immediately. The operational guidelines issued by Govt. vide reference 1$ cited are enclosed herewith for ready refeience for opening of Pre-Primary Sections.
Further, all the District collectors / DEos shall take up minor repairs, procurement of Furniture, Indoor and outdoor play material, BALA paintings...etc. within an amount of Rs.1 Lakh per Institution.
The District collectors shall engage Pre-primary instructors and Aayas in all the pre- Primary sections on Honorarium basis by following the detailed guidelines enumerated in
the ref. 1"& 2ndcited. The lists of Govt./Local Body, Primary / upper primary Schools for whichpermission is now accorded to open Pre-Primary sections are enclosed at Annexures I,II & III by considering the proposals received from the Districts. The details of draft specifications for
furniture, Outdoor and indoor play material are enclosed.

Hence, all the District collectors/DEos are requested to take necessary action in the
matter accordingly.

Guidelines 


1. Enrolment and Admission


All children eligible for enrolment for class 1 for next academic vear i.e. 2026-27 shall be admitted in the Pre-Primary Section for the AY 2025-26 with the objective of ensuring school readiness and foundational learning.
The admission process shall follow the procedures applicable to existing primary classes in Government and Local Body Primary Schools.

• The Headmaster/Principal shall ensure collection and verification of all requisite documents, including proof of age and residence, at the time of admission.

All admissions shall be duly recorded in the School Admission Register and entered in the UDISE+ portal immediately upon admission, without any delay, to ensure accurate
tracking and reporting.

The admission process shall be inclusive. Children from marginalized communities and those with special needs must be proactively identified and enrolled, with coordinated
support from WDCW and Health Department field staff, as per the RTE Act, 2009 and Government of Telangana norms.

2. Infrastructure and Facilities


. The Headmaster/Principal shall allocate one dedicated classroom for the Pre-Primary Section within the existing school premises, ensuring it is appropriate for the developmental needs of young children.

Classrooms shall be equipped
with child-friendly furniture, sufficient display storage spaces, proper ventilation, and natural lighting. Classrooms must be decorated
in an engaging and educational manner, adhering to prescribed child safety standards, The Headmaster shall ensure these arrangements are made at the earliest possible
after commencement of pre-primary classes.

Clean and child-friendly sanitation facilities shall be provided and
maintained exclusively for pre-primary children, made available at the school and maintained in good condition

Indoor and outdoor play materials appropriate to age and developmental level shall be

desirable. Where space permits, a dedicated napping area is
mandatory for the well-being of children.

Responsibility for maintenance of sanitation facilities shall rest with the Amma Adarsha Pathashala Committee (AAPC) in coordination with the Gram Panchayat.

3, Human Resource Deployment


Two posts shall be sanctioned per Pre-Primary Section: 
○ Pre-Primary Instructor 
○ Aaya

Minimum qualification for Pre-Primary Instructor shall be Intermediate (10+2) or its equivalent, Preference hal be given to candidates with qualifications i Early Childhood Education or Primary_Teaching.
 • Minimum qualification for Aaya shall be pass in Class VIL. _
○ Same habitation ◦ Same Gram Panchayat O Same Manda Same District

Preference in selection shall be given to candidates in the following order

• Candidates shall be in the age group of 18 to 44 years as on the date of notification. Age relaxation shal be applicable as per Government norms (5 years for SC/ST/BC/EWS, 3 years for Ex-Servicemen, 10 years for Persons with Disabilities).

 • Selected Pre-Primary Instructors shall undergo mandatory training as prescribed by the School Education Department within the stipulated time.,

Appointments shall be purely temporary, and honorarium shall be paid for 10 months per academic year.

The District Selection Committee, chaired by the District Collector, with the Additional Collector as Vice-Chairman, DEO as Member Convenor, and one member nominated by the Collector, shall conduct the recruitment process,

4. Curriculum and Activity Planning


• The curriculum prescribed by SCERT, Telangana, aligned with the National Curriculum Framework for the Foundational Stage (NCF-FS), shall be followed,

• Teacher handbooks, activity books, and other instructional material shall emphasize cognitive, motor, social, emotional, and language development

• Activity-based learning and school readiness shall be prioritized to ensure holistic development

• In-service training for Pre-Primary Instructors shall be conducted by SCERT to support effective curriculum implementation and classroom practices..

5. Health, Nutrition, and Safety


• Mid-Day Meals (MDM) shall be provided to all children in the Pre-Primary Sections as per existing normis of the School Education Department.

• Snacks shall be provided by the WDCW Department, especially in schools with co- located Anganwadi Centres.

• Daily attendance of children shall be linked to the provision of MDM and snacks, and monitored jointly by the Headmaster and Anganwadi worker.

. Regular health check-ups shall be conducted by the Health Department, and health records shall be maintained and reviewed at the school level.

• Emergency protocols, including first aid and medical response mechanisms, shall be in place in all schools,
• Child protection measures, including prevention of abuse, ensuring physical and emotional safety, and periodic sensitization of staff on child rights and protection policies, shall be strictly enforced

6. Procurement and Resource Management


. All procurement related to Pre-Primary Sections (furniture, learning materials, play equipment, etc.) shall be undertaken by the District Procurement Committee, as per
specifications and safety norms approved by the School Education Department.

• Where permitted, school-level procurement may be undertaken under the supervision of the Amma Adarsha Paathashaala Committee (AAPC), following directions of the District Collector.

• Proper records of all procurements shall be maintained at both district and school levels, with periodic verification to ensure optimal utilization and upkeep of resources.

7, Community and Parental Involvement


• Regular parent-teacher meetings shall be conducted to review children's progress and
promote engagement.

Awareness sessions on Early Childhood Care and Education (ECCE) shall be jointly conducted by the school team and ICDS (WDCW) field staff at least once every
quarter.

• Active engagement with Panchayat Raj Institutions and other local bodies shall be ensured for effective community support.

• Feedback and grievance redressal mechanisms shall be established at school and district levels to address concerns raised by parents or community members.

8. Monitoring and Supervision

• The Headmaster/Principal shall be responsible for the daily functioning and overall management of the Pre-Primary Section, including academic delivery, nutrition, health,
and safety.

Monitoring at cluster, mandal, and district levels shall be undertaken by the Cluster Headmaster, Mandal Educational Officer, and District Educational Officer respectively.

. Joint inspection teams, comprising officers from the School Education, WDCW, and Health Departments, must conduct at least two coordinated monitoring visits per
academic year to review functioning of Pre-Primary Sections.

• Periodic reviews and inspections shall be conducted at all levels to ensure adherence to
these guidelines.

9. Convergence and Inter departmental Coordination


• These guidelines are the outcome of a convergence process between the School Education, WDCW, and Health Departments, and shall serve as the standard reference
framework for all stakeholders involved in the planning, execution, and mcnitoring of

. A District Convergence Committee, chaired by the District Collector, shall oversee pre-primary education.
implementation and resolve any inter departmental coordination issues or
implementation hurdles.

At the operational level, authorities at the district, mandal, and school levels shall conduct joint planning meetings, coordinate review rechanisms, and integrate health, nutrition, and education interventions.

• All Regional Joint Directors, District Educaticnal Officers, Mandal Educational Officers, and Headmasters/Principals are directed to ensure strict adherence to these guidelines and facilitate effective coordination with WDCW and Health Department functionaries.
