PROCEEDINGS OF THE DIRECTOR OF SCHOOL EDUCATION
TELANGANA :: HYDERABAD.

Proportions:


The Panel Inspection Teams shall be constituted in the following
proportions:

1. For Primary Schools

 – One (1) Panel Inspection Team per one hundred (100) schools.

2. For Upper Primary Schools

 – One (1) Panel Inspection Team per one hundred (100) schools.

3. For High Schools 

One (1) Panel Inspection Team per fifty (50) schools

Roles and Responsibilities of Academic Panel Inspection Team Members


I. Supportive Supervision

i. Panel Inspection Team Members shall visit the schools assigned to them in accordance with the visit protocol prescribed in these proceedings.
During each school visit, Panel Members shall observe a minimum of two (2) subjects per school and record their observations in the
Telangana School Education Application on the same day of the visit.

iii. Primary and Upper Primary Panel Members shall conduct Spot
Assessments once every two months for the schools prescribed by the respective District Education Office.

iv. Following classroom observation, Panel Members shall provide detailed, in-depth feedback to teachers, supporting them in implementing the pedagogical processes required for students to attain the desired learning outcomes.

v. Panel Members shall record detailed written feedback in the Academic Guidance Register (AGR) following each classroom observation, and shall upload the same on the Telangana School Education Application.


II. FLN Competent Schools:


i. As stipulated in the proceedings cited at Reference 2 above, each
District Educational Officer shall identify the three (3) highest-enrolment schools per cluster for the FLN Competent Schools Initiative. Primary and Upper Primary Academic Panel Inspection Team Members shall visit each of the identified FLN Competent Schools at least once every month.

ii. With reference to the school-level learning goals established post-
Baseline Assessment, and in correlation with classroom observations and student learning outcome data reported through Spot Assessments, Panel Inspection Team Members shall provide comprehensive academic
support to teachers to ensure that FLN Competent Schools achieve their respective learning goals.

III. Complex Meetings:


i. Based on the findings of school visits, Panel Inspection Team Members shall plan the agenda of complex meetings on observed gaps and teacher needs, ensuring implementation of the same agenda across all complexes.

ii. Panel Members shall support the Academic Monitoring Officers at the
district level in training Mandal Resource Persons to facilitate the
prescribed agenda at the district level.

iii. Panel members shall ensure that each MRP is equipped with appropriate facilitation skills and competence on pedagogical matters.

iv. Panel Members shall distribute among themselves and attend every
complex meeting in their respective district to assess the effectiveness
of their conduct, and shall submit detailed feedback thereon. Such
feedback shall be utilised to refine the agenda and training inputs for
subsequent meetings.

IV. Review Meetings at the District and Mandal Levels


i. Panel Inspection Team Members shall submit monthly reports to the
respective Mandal Educational Officers on the classroom teaching and learning processes observed during school visits in that month.

ii. Weekly visit reports shall be submitted to the District Educational Officer. A consolidated monthly report, compiled from all weekly reports, shall be submitted to the DEO for the purpose of reviewing the
performance of each Mandal Educational Officer.

iii. Panel Members shall assist the District Educational Officer in reviewing Teaching-Learning Processes across all mandals during District Review
Meetings.
