FLN Base line test papers and LIP Base line test

The “First Step” (తొలిమెట్టు – Tholimettu) in Telangana’s foundational literacy–numeracy (FLN) mission is a focused intervention targeting Classes 1 to 5 in government schools. Here's how it works:

🧭 What is the First Step?


It's the initial phase of the FLN mission—also called Tholimettu—aimed at:

1. Assessing students via a baseline test at the start of the academic year.

2. Teaching at individual levels, using structured lesson plans and handbooks in Telugu, English, and Maths.

3. Conducting assessments/remediation weekly with a “5+1” model—5 days of instruction and 1 day for evaluation and remediation.

4. Re-assessing progress via midline and end‑line tests to measure improvement and guide further instruction.

🗓️ Timeline & Rollout


Pilot Launch: Started August 15, 2022, across ~23,000 primary schools; baseline training began July 30, 2025.  

Teacher Training: Over 52,000 primary‑school teachers received training in a phased approach beginning July 30, 2025.  

First Step Start Date: Officially implemented June 12 for initial activities, expanding to the full rollout on August 15.  

🛠️ How It Works in Classrooms

Structured lesson plans and teacher handbooks developed by SCERT and Central Square Foundation guide instruction.  

5+1 rhythm: 5 days of focused teaching followed by 1 day of assessment/remediation.  

Specific micro‑competencies targeted:

Reading fluency: e.g., 20 words/min for Grade 1, up to 50 wpm by Grade 5

Comprehension, writing, basic numeracy: Includes decoding, operations, spatial understanding, etc.

📊 Monitoring & Tracking


Teachers maintain special registers and record progress via the Telangana School Education App.  

Supportive supervision happens weekly: Mandal/Cluster Nodal Officers visit schools twice a week to observe teaching and provide feedback.  

Regular assessments: Baseline in August, midline in December, and endline in March.  

🎯 Objective & Impact


Goal: Ensure all students attain grade‑level reading and numeracy before progressing further.

Early outcomes: Following structured pedagogy and FLN implementation, a 10‑point increase was recorded in the percentage of students achieving grade-level outcomes within 6 months (Sept 2022–Jan 2023).
