Setting up a Joint Staff Council with the Employment Teachers' Unions
తెలంగాణ రాష్ట్ర ప్రభుత్వం ఉద్యోగ ఉపాద్యాయ సంఘాలతో జాయింట్ స్టాఫ్ కౌన్సిల్ ఏర్పాటు చేస్తూ నేడు ఉత్తర్వులు విడుదల చేసింది
The Objects of the Council shall be:-
(a) To secure the greatest measure of co-operation between the State in its capacity as employer and to increase efficiency in the public service,
(b) To promote the welfare of those employed
(c) To provide machinery for dealing with grievances.
12. Functions:-
(a) To utilize the ideas and experience of the staff in the best ways possible;
(b) To secure to the staff a greater share in, and responsibility for the determination and observance of the conditions in which their duties are carried out;
(c) To formulate the general principles governing conditions of service, e.g hours and superannuation.of work, discipline, tenure, remuneration
(d) To suggest measures for improvement of the office machinery and methods of work and the provision of opportunities for the full consideration of suggestions by staff on this subject.
13.Manner of taking decisions:
(a) The Council shall not take any decision unless a majority of the members present on the official side and a majority of the members present on the non- official side agree to it. The decisions shall be signed by the Chairman after the correctness is agreed to by a majority of those present.
(b) If, on any question, no decision can be reached for the reason that the requisite number of members of both sides do not agree to it and either of the sides wishes to press it, it will forthwith be communicated to Government in the General Administration (Service Welfare) Department who will then decide to settle the question.
The decision of the Council taken under Rule 13 (a) will be communicated to the Government in the department concerned for acceptance and the orders of the Government thereon will be placed before the Council by the Secretary.
15. The Secretary of the Council shall keep a record of the minutes of its proceedings which shall be attested by the Chairman. The proceedings of each meeting as attested by the Chairman shall be circulated to the members and confirmed at the next meeting.
16. Amendment of the Constitution:
The Government shall have the power to reconstitute the Telangana Civil Service Joint Staff Council (State Level) duly considering the representations, if any, made by the employees associations and also for increasing or decreasing the number as per the necessity.
17. Special Provision:
The Government shall have power to add to its strength one or more members to represent the official side of any department and an equal number of members to represent the staff side.
18.The Government may dispense with, or relax the rules to such extent, and subject to such conditions as they may be deem fit.
19. The Chairman will have suomotu or at the instance of any other member to invite person who is government servant to attend and assist a meeting of the Council. A person so invited may take part in the deliberations of the Council but will not be entitled to vote.
20. If any question arises as to the interpretation of any of the provisions of these rules, it shall be referred to the Government whose decision thereon shall be final.
