Ref: G.O.Ms.No.87, Finance (HRM.I) Department, dated: 31.07.2024.

Government in the reference cited imposed ban on Transfer of State Government employees with effect from 01.08.2024 except in respect of the following cases;
i. Posting orders to the employees on account of promotion shall be issued to the clear existing vacancies without shifting any other employees.
ii. Posting orders to the employees due to disbandment of posts, reversions, repatriations, deputations (on Foreign Service only), disciplinary proceedings shall be issued in clear existing vacancies without shifting other employees.
iii. Posting orders to the employees on return from long leave of more than six months shall be issued in clear existing vacancies without shifting other employees. The vacancy arising out of leave upto a period six (06) months, i.e., the maximum period of Earned Leave that can be availed by a Government employee at a time as per G.O.Ms.No.153, Finance (FR.I) Department, dated: 04.05.2010, shall not be filled in by transfer.
02. The appointing authority is competent to issue posting orders in respect of cases referred at para (01) above without referring to Finance Department. In case any relaxation of ban on transfers is required, the concerned Administrative Department in Secretariat shall obtain orders in circulation to the Hon'ble Chief Minister through Secretary (Finance), Chief Secretary, Minister Concerned and Finance Minister.
03. It was brought to the notice of the Government that few departments are issuing transfer orders without following the ban on transfers issued in the reference cited and, in some instances, citing government orders, which are no longer in force as the basis for such transfers.
04. Government, after careful examination of the issue, hereby request all the Administrative Departments to issue suitable instructions to the concerned Head of Departments / Corporations and other Institutions that there shall be no exemptions and permissions for transfer of employees except the conditions as laid down in the G.O. read above and to strictly comply to the orders of the Government.
