With reference to the announcement of Biennial Election to the Telangana Legislative Council from Mahabubnagar-Ranga Reddy-Hyderabad Teachers' Constituency by the Election Commission of India vide reference 3rd cited, copies of the references first and second cited, wherein instructions/ orders have been issued for grant of Special Casual Leave on the day of poll to the Central and State Government employees, who are bonafide voters in the elections to Legislative Council from Teachers' Constituencies to enable them to exercise their right of franchise, are sent herewith to the Commissioner, GHMC & District Election Officer, Hyderabad and the Collectors & District Election Officers of Jogulamba Gadwal, Mahabubnagar, Medchal-Malkajgiri, Narayanpet, Nagarkurnool, Ranga Reddy, Vikarabad and Wanaparthy districts. They are requested to communicate the same to all offices (both Central and State Government) in their district to enable them to grant Special Casual Leave to their employees who are bonafide voters to the Mahabubnagar-Ranga Reddy-Hyderabad Teachers' Constituency.

2. With regard to the employees of private establishments, the District Election Officers are informed that there is no provision under Representation of People Act, 1951 to declare a general holiday under Negotiable Instrument Act for the elections to State Legislative Councils. Hence, a 'press announcement' (copy enclosed) has been issued by the Chief Electoral Officer requesting all the Private Schools/Colleges/Universities Managements / Authorities in the state to grant necessary facilities to their employees who are registered voters in any of the Teachers' Constituencies, such as permission to attend office / duty late; adjustments of shifts; short absence of duty hours or otherwise, so as to enable them to exercise their right of franchise to vote on the day of poll (i.e. 13.03.2023),

3. A copy of the press announcement issued by the Chief Electoral Officer in this regard is communicated herewith for reference. The Commissioner, GHMC & District Election Officer, Hyderabad and the Collectors and District Election Officers of Jogulamba Gadwal, Mahabubnagar, Medchal-Malkajgiri, Narayanpet, Nagarkurnool, Ranga Reddy, Vikarabad and Wanaparthy are requested to issue similar press announcements in their respective districts.
