Sub: TSS, Hyderabad - OOSC - Conduct of Out of School Children survey in the academic year 2020-21 - Certain instructions-Reg.

The attention of all the District Educational Officers & EO:POs, TSS in the state is invited to the subject and ref cited and informed that, keeping the points mentioned in the minutes sent by Dept. of School education, MoE, Gol, New Delhi, Out of School Children survey shall be conducted to find out children who are not enrolled in any school or dropped out from school in the academic year 2020-21. The purpose of conducting the survey is
1. To find out number of children who are not enrolled in any Government, Aided, local body and private schools in the academic year in 2019-20 and 2020-21 after the lockdown period
2. To find out number of never enrolled children and dropout children in the state
3. To Identify children of in-migrants who returned to the state from other states and not enrolled in any school
4. To identify children who are affecting due to out-migration of their parents in the districts ( unable to attend online classes due to absence of parents at home)
5. Updating the Out of School Children data of previous year
6. Basing on the identified Out of School Children, NER (Net enrolment ratio, GER (Gross enrolment Ratio) will be calculated for the year 2021- 22 and basing on the data, AWP&B, 2021-22 for OOSC wing shall be planned
7. To find out the status of children in childinfo drop box, that is to track the child whereabouts, whether they are enrolled in any other school (Other mandal, district, state etc.) or dropped out of school system completely In this regard, the District Educational Officers & EO:POs, TSS in the state are instructed to conduct the OOSC survey by instructions: following below
1. Survey shall be conducted by CRPS, DLMTS and IERPS (Updating CWSN data with CWSN format) in their purview area to identify never enrolled children, dropout children and updating CWSN duly following Covid-19 precautions.
2. A one day district level Virtual meeting shall be conducted with all MEOS, Complex HMs, CRPS, DLMTS, MIS coordinators, DEOS and IERPS on OOSC survey and CWSN survey. Formats shall be explained during the training Programme and plan of action for survey shall be prepared during District level meeting

అన్ని జిల్లా విద్యాశాఖాధికారుల దృష్టి & EO:  రాష్ట్రంలోని పి.ఓ.లు, టి.ఎస్.ఎస్. ఈ విషయానికి ఆహ్వానించబడ్డారు మరియు రిఫరెన్స్ ఉదహరించారు మరియు సమాచారం ఇస్తారు, పాఠశాల విద్య విభాగం, మోఇ, గోల్, న్యూ Delhi ిల్లీ, అవుట్ ఆఫ్ స్కూల్ చిల్డ్రన్ సర్వే పంపిన నిమిషాల్లో పేర్కొన్న అంశాలను కనుగొని,  2020-21 విద్యా సంవత్సరంలో ఏ పాఠశాలలో నమోదు చేయని లేదా పాఠశాల నుండి తప్పుకున్న పిల్లలు. సర్వే నిర్వహించడం యొక్క ఉద్దేశ్యం1. ఏ ప్రభుత్వ, ఎయిడెడ్, స్థానిక సంస్థ మరియు నమోదు చేయని పిల్లల సంఖ్యను కనుగొనడం మరియు  లాక్డౌన్ వ్యవధి తరువాత 2019-20 మరియు 2020-21 విద్యా సంవత్సరాల్లో ప్రైవేట్ పాఠశాలలు
2. రాష్ట్రంలో ఎప్పుడూ నమోదు కాని పిల్లలు మరియు డ్రాపౌట్ పిల్లల సంఖ్యను కనుగొనడం
3. ఇతర నుండి రాష్ట్రానికి తిరిగి వచ్చిన వలసదారుల పిల్లలను గుర్తించడం  రాష్ట్రాలు మరియు ఏ పాఠశాలలో నమోదు చేయబడలేదు
4. బయటి వలసల వల్ల ప్రభావితమైన పిల్లలను గుర్తించడం  r జిల్లాల్లోని తల్లిదండ్రులు (ఇంట్లో తల్లిదండ్రులు లేనందున ఆన్‌లైన్ తరగతులకు హాజరు కాలేదు)
5. మునుపటి సంవత్సరపు పాఠశాల పిల్లల డేటాను నవీకరించడం
6. గుర్తించబడిన పాఠశాల పిల్లల ఆధారంగా, NER (నికర నమోదు నిష్పత్తి, GER (  స్థూల నమోదు నిష్పత్తి) 2021- 22 సంవత్సరానికి లెక్కించబడుతుంది మరియు డేటా ఆధారంగా, OOSC వింగ్ కోసం AWP & B, 2021-22 ప్రణాళిక చేయబడతాయి
7. చైల్డ్‌ఇన్ డ్రాప్ బాక్స్‌లో పిల్లల స్థితిని తెలుసుకోవడానికి, అంటే పిల్లవాడిని ట్రాక్ చేయడం  ఆచూకీ, వారు మరే ఇతర పాఠశాలలో (ఇతర మండల, జిల్లా, రాష్ట్రం మొదలైనవి) చేరాడు లేదా పాఠశాల వ్యవస్థ నుండి పూర్తిగా తప్పుకున్నా, ఈ విషయంలో, జిల్లా విద్యాశాఖాధికారులు & ఇఓ: పిఒలు, రాష్ట్రంలో టిఎస్ఎస్ OOSC నిర్వహించాలని ఆదేశించారు.  సూచనల ప్రకారం సర్వే: క్రింద పేర్కొన్నవి
1. ఎప్పుడూ నమోదు చేయని పిల్లలు, డ్రాపౌట్ పిల్లలు మరియు కోవిడ్ -19 జాగ్రత్తలను అనుసరించి సిడబ్ల్యుఎస్ఎన్‌ను నవీకరించడం కోసం వారి పరిధి పరిధిలో సిఆర్‌పిఎస్, డిఎల్‌ఎమ్‌టిఎస్ మరియు ఐఇఆర్‌పిఎస్ (సిడబ్ల్యుఎస్ఎన్ ఫార్మాట్‌తో సిడబ్ల్యుఎస్ఎన్ డేటాను అప్‌డేట్ చేస్తోంది) నిర్వహిస్తాయి.
2. OOSC సర్వే మరియు CWSN సర్వేపై అన్ని MEOS, కాంప్లెక్స్ HM లు, CRPS, DLMTS, MIS సమన్వయకర్తలు, DEOS మరియు IERPS లతో ఒక రోజు జిల్లా స్థాయి వర్చువల్ సమావేశం నిర్వహించబడుతుంది.  శిక్షణా కార్యక్రమంలో ఫార్మాట్‌లు వివరించబడతాయి మరియు జిల్లా స్థాయి సమావేశంలో సర్వే కోసం కార్యాచరణ ప్రణాళికను తయారు చేయాలి
